2016 Budget missing at NASS...

The 2016 budget proposal that was submitted to the National Assembly by President Muhammadu Buhari  on Tuesday, December 22, 2015, is missing.
President Buhari had presented the budget proposal to the joint session of the National Assembly in December of 2015.
The news of the missing document was announced during a closed door session at the National Assembly that lasted 90 minutes.

Senate Leader Ali Ndume made the disclosure during the closed door session, even as the Senators were supposed to commence the consideration of the N6.08tr budget today.
That's not even the shocking part, Whoever stole it took both the soft and hard copy of the 2016 Budget Document.
I Don't even know what to think. Let's put aside the fact that this is super awkward and ask,
Really? Who stole the Document? Is that even a thing? Did someone just misplace it and the cleaners thought it was trash and threw it away? Or is this a conspiracy theory?
